 1) Working out the Cost

 How do we propose to pay for all these wonderful things that we are planning to do, to save England?

 A large portion of the money required will come to us when we cease to be full members of the EU and introduce a flat rate tax system.

 The billions of pounds saved by these two actions will go a long way towards providing proper Old Age Pensions, New Hospitals and improved Medical Treatment, a restructured Police Force, improved provision of Schools and our Transport System. These are our main priorities, as requested by you the public. We agree with them all.

 More Police are required on the Beat, also many more Border Officers for controlling our “wide-open” borders at Ports and Airports.

 All this will cost a lot of money, but it will be well worth it! The whole Budget will be sensibly assessed, and money re-allocated to important projects, where practical. It may well take a few years, these things often do!


2) Banks

 On Personal Finance and Banks, for the convenience of the customer, we have plans to ‘request’ Banks to transfer money more rapidly between Accounts. Charging £25 for a £1.75 over-drawn Account will be deemed to be “unacceptable”.

 Similarly, Personal Loans must be repaid on due dates, and honoured correctly.


3) Corporation Tax

 A restructured Corporation Tax will be applied, in an effort to re-locate companies to the lesser populated areas of England, especially the North, by Companies locating to, or operating from, the Home Counties. The Tax will favour companies relocating to under-developed areas.

 This will have several benefits. The North is in recession, and this will encourage companies to re-locate to less expensive areas of England, which should be of benefit to both the shareholders, and also the region concerned.


4) Financial Benefits of Moving

 The development of new Housing Estates in Southern England must cease, as land is at a premium and fully developed already. It is total madness to build on flood plains and Green Belt land, and most people know this.

 It makes economic sense to move, and encourage the movement of larger companies to under-developed or run-down areas of our country. It will benefit both the companies, from lower overheads, tax and construction costs, to lower manpower costs. London costs are prohibitive, and need to be curbed drastically.

 In addition, the Staff will be financially encouraged to move to new areas, with their company, away from the Home Counties. Houses in many other parts of the country are attractively priced, and there is also more room for new development, than there is “down South”. The incentives will be Financial.


5) Civil Service Re-Location

 In the same financial vein, Civil Servants, not directly employed by Ministers in Parliament and not ‘released’ from their Contract through over-manning, will also be re-located to other parts of England, to start new lives, and continue their work in bright new surroundings. Location costs, from Government funds, will be considered. This will apply to all Civil Service operations not specifically required to be located in central London.

 Many already exist outside the Metropolis in a very satisfactory manner, and more should follow, in the interests of economy and the nation’s general interests. 


6) Civil Service Over-Manning

 It is generally accepted that there is now widespread over-manning in the Civil Service and the ratio of employment per head of population is far too high. Our aim is to reduce the workforce initially by around one million. This will occur mainly through natural wastage, voluntary redundancy or by closing departments.


7) Private Pensions

 E.P.P. will be able to increase all Private Pensions, by abolishing the Annual Levy paid to Gordon Brown. This is no more than another “Stealth Tax”, and will be abolished. All Pension Contributions and their Payments afterwards, are sacrosanct, and should not be subject to “double-taxation”.


8) Excise Duty

Tax on Alcohol and Tobacco will be examined closely, with a possible view to reducing Duty to parity with Europe. Although this may mean an initial additional loss of revenue for the Government - they are already losing an estimated £3 billion per year - it should be balanced by the reduction in private and criminal visits to the continent for low cost alcohol and tobacco. It will also hit hard the criminals and rogue fraternity, and will significantly reduce the trafficking in these goods.


9) Abolish Vehicle Licence Fee

 We will Abolish the Annual Vehicle Licence Fee – adding the price of the fee to petrol tax, which distributes costs fairly to all road users. This also stops Licence Fee dodgers, for whom we all ultimately have to pay.   


10) Diesel Tax and Bio-Fuels

 E.P.P. will Reduce Tax on Diesel for transport companies – enabling them to compete equally with companies from the Continent.

 We shall also develop Bio-Fuels which will have a three-fold benefit. 1) It will help our farmers financially, who can grown it easily 2) Being cleaner, it also helps the Environment and 3) As it will attract a lower level of Tax, it will help to further reduce commercial and general fuel costs.


11) Income Tax

 Income Tax will be adjusted to a Flat-Rate Tax system, as recommended by the economists. This will give large public sector savings, freeing up large numbers of talented civil servants to operate in an expanding private sector.


12) VAT

 Value Added Tax (VAT) will be scrapped and completely replaced by a new Sales Tax.


13) Council Tax

 Council Tax, or Domestic Rates, will be abolished and will be replaced by a new Local Sales Tax, to be set at individual County or Unitary Authority level, according to local needs and costs.

 We shall retain County and Unitary Authority Boundaries and this may lead to some minor discrepancies from county to county, but it will add some incentive to control local authority costs and give all sections of the community better value for money.


14) Business Rates

 Business Rates will be retained, but will be subjected to periodic review. All businesses and payers of Business Rates will have the right to vote for an elected Business Representative to sit on their own local councils, one per council.


15) Means Testing and Tax Thresholds

There will be an increased Income Tax Threshold for the lower paid.

 With the above adjustments, it is intended to increase the Old-Age Pension to a level and simple, non means-tested figure for all, regardless of status.

 Means Testing will be discontinued, but help, both financial and physical, will be available for the very poor and disabled, of course.


16) Government Payments

 E.P.P. would also consider making all Government Payments direct to Schools and Hospitals etc. instead of through Local Councils and Authorities. Wherever possible, a Direct Payment System will be implemented to any Organisation funded by the Government.

 However, the necessary Financial Controls must be in place before direct payments are made and an Audit-monitoring Unit would annually certify the Organisation’s year on year operations.


17) Taxing the Deceased

 E.P.P. believes that having paid Taxes for a lifetime, additional burdens of Taxation should not be placed on the Estates of the Deceased. It is therefore our policy to raise the threshold of Inheritance Tax to £1 Million Pounds. In addition, the tax paid on Estates over this threshold will be reduced to 20%.
