 1) The State Pension

 E.P.P. will increase the State Pension to an adequate non means-tested level and it will be Index Linked to the cost of inflation.

 This will be for all Pensioners who have been British Citizens, and lived and worked in this country, for the whole of their lives.

 For Naturalised Citizens, the Pension will be paid pro-rata to the contributions paid.


2) Pensioners who Continue Working

 For Pensioners who wish to continue working, either full or part-time, a preferential Tax Code will be introduced, to encourage this activity.

 For the lower paid, and people on Benefits, we shall apply a Tax Credit System, where you go to work (if possible!) and whatever you earn, will be made up to the Minimum Wage per week.

 The Tax Credit System will be calculated to include all Additional Expenses, and generally to provide an extra incentive to remain in work.


3) Employers and Tax Credits

 The Employer pays you the agreed amount per week, each week, and claims the difference via Tax Credits, from the Government. This is regardless of how many hours you have worked and will hopefully encourage more Part-time and Flexi-time jobs, particularly for single Working Mothers.


4) Civil Service Retirement

 All Civil Servants will continue to work to pensionable age, currently 65. 

 Early Retirement will be discouraged, but if granted, the Pension will not be paid until that person reaches pensionable age.

 The exception will be if it can be shown that injury or illness has been sustained by a public employee as a direct result of their employment.


5) The Civil Service Pension Scheme

 The Public Sector and Civil Service Pension Scheme, which is separate and in addition to, the State Pension Scheme and is supported by the Taxpayer, will be fully transferred to the Private Sector.

 It is currently artificially supported by the Government and local Councils, which is grossly unfair and a burden on all other Taxpayers. This move will make it subject to the vagaries of the real world and remove any disparity.


6) Family Allowances

 E.P.P. will address the question of Family Allowances and Benefits. Mothers, who have worked prior to having children, will receive pro rata additional allowances to remain at home with their child, for an extended period of time. The cost will be born, not by the employer, but by the State.


7) Working Mothers-to-Be

 The Mother-to-be can contract with her Employer to take 1, 2 or even 3 years off work. This will allow the employer to engage a Replacement Worker, on a fixed contract.

 Mothers-to-be who have not worked, or have worked for less than seven years in full employment, will not be entitled to these benefits.


8) Larger Families

 The State should not be expected to support families that decide to have more than 3 children. Any additional children, beyond 3, will not attract or be entitled to Family Allowances.

 If the family is sensible and responsible, they will decide if they can afford to sustain a family with more than 3 children. If they are irresponsible, the additional cost will have to be born by the parents.

 These proposals will release a good proportion of the Civil Servants, who currently administer the present Social Services and Benefit System, to gain alternative employment and become an asset, rather than a cost, on our heavily over-burdened economy.
