1)  Honours

E.P.P. will maintain the practice of giving Honours to Deserving Citizens, including world-recognised titles such as Knights and Dames. We consider this is all part of our very lengthy historical heritage, and should not be discontinued on the whim of a few civil servants.

 Civil Service employees will not be entitled to honours. Honours will only be given to people who have earned them. To be eligible to receive an honour the candidate must receive his/her recommendation from the public.


 

2) Marriage

 E.P.P. believes in the sanctity of heterosexual Marriage.

 The practice of Same-Sex marriages will not be recognised, or receive approval by our Government, and will not be recognised in Law. Widely regarded as completely wrong, and against all Christian teachings, cohabiting may exist in private, but actual marriages will not be permitted by E.P.P.

 The subject of Same Sex “Couples” is difficult. Many people do live together in private, and lead useful, full and good lives in society, and what goes on behind closed doors, is a matter of personal choice. Same sex couples will not lawfully be able to adopt children.

 Only females in heterosexual relationships will be given free IVF treatment on the NHS.

 In reality, there is nothing anybody can do to stop one or the other in a female partnership becoming pregnant in the normal way, and bringing up the child, probably in better financial circumstances than a single Mother could.

 That said however, E.P.P. does believe that in the interests of Human Rights, all law-abiding, consenting Same-Sex Couples, over the age of 21, should have full legal rights over disposal of their personal assets. These Legal Rights should be drawn up correctly by a Solicitor, in the normal way.

 English Citizens will be free to practice their own Religions, subject to the Laws of inciting racial hatred and racial violence, which will not be tolerated.


3) Political Correctness

 Political Correctness is a contradiction of the normal and regular operation of Government and Local Government. It will no longer be supported or tolerated. PC doctrine in any Public Service will be abolished. E.P.P. has a common sense approach to Government.


4) Your say in Local Government

 For all Major Development Projects, a Local Referendum will be held in the area concerned, for YOU the public, to have your say democratically.

 IN FUTURE, YOUR VOTE WILL COUNT!

 Enforcement of Planning Regulations will be instant. Encampments will not be allowed, unless subject to Planning Approval, and would also be subject to a Local Referendum. The Courts will have the power to require the Police to remove instantly, any persons trespassing on land. There will be no right of appeal.

 Voter apathy occurs only because we all know that our votes mean little to the politicians. Nothing changes, whether you vote or not.

 E.P.P. will change that! You will be asked for your vote, on all major local issues, as well as many national issues.

 ENGLAND'S PARLIAMENTARY PARTY - WILL BRING DEMOCRACY BACK TO THE PEOPLE – WHERE IT RIGHTFULLY BELONGS – WITH COMMON SENSE!

 This can be done, quite simply, by giving people a RIGHT TO VOTE on important or major matters concerning their Village, Town or County.

You vote YES – it goes ahead

You vote NO – it doesn’t!

 Government will deal with all National matters concerning England, like Defence, a National Transport System, Farming, Fishing, Policing, Education and Hospitals etc.

County Hall will deal with major projects in their own County, Unitary or Metropolitan Authority.

The Town Hall will be responsible for more Local Matters in your own Town.

The Parish Council will deal with all your important Local Matters, and work directly and regularly with Members of the Public.

ALL THE ABOVE LEVELS OF ADMINISTRATION WILL BE ABLE TO REQUEST A REFERENDUM – GIVEN CERTAIN CRITERIA TO JUSTIFY THE COST AND TIME INVOLVED AND, MORE IMPORTANTLY, IF YOU COLLECT ENOUGH SIGNATURES, YOU WILL BE ABLE TO INITIATE A REFERENDUM YOURSELF!


5) Council Accountability

 Until a local sales tax is introduced to replace the Council Tax, issues relating to eligibility to vote at Borough Council Elections should be discussed. Under the present system of collecting Council and Business Tax, all Councils should be more accountable to the Taxpayer.

 It is therefore our proposal that only Council and Business Taxpayers should be enfranchised. The Council would retain 50% of the Business Tax collected. More consideration would be given to the needs of Business, and the direction Council spending should take, in relation to the Council Taxpayer.


6) Council Representatives for Business

 To this end, all Business Ratepayers will be able to vote for one purely Business Representative on their Local and County Council.

 Councillors will perhaps then feel more accountable for their actions and hopefully encourage the expansion of new Businesses in their area. They should also promote the advantages of Business ‘start-ups’, with possibly special allowances for new Business ventures, not already established within its own Council Boundaries.


7) Election of Councillors and MPs

 All Councillors will be Elected, including Parish Councillors. No co-options will be allowed. This will prevent friends and associates from forming suspicious alliances at Council Meetings. All planning applications submitted by present and past Councillors will be forwarded to an appointed non-political Scrutiny Panel, after the application has been approved or rejected, with the power to overturn the decision.

 The Lower House of Parliament will consist of Constituency MPs, based on present boundaries and there will be Residential Qualifications requiring them to live and have lived in that Constituency for 10 years.

 The Upper House of Representatives will be elected from boundaries based on the Shires, Unitary or Metropolitan Areas. One for each area represented and they will also be subject to the Residential Qualifications mentioned above.

 All Public Service Heads, including Chief Constables, Judges, Fire Chiefs and Health Chiefs, will be elected on a 4-year tenure of office. This may guarantee a more ‘focused’ Establishment, sensitive to public opinion.


8) Public Voting

 For the Election of all Government Members of Parliament and Councillors, all qualified Members of the Public will be required by Law to cast their Vote. Prisoners will not be entitled to vote.

 All Ballot Papers will contain an additional line stating “None of the above”. If the lead candidate's total vote does not exceed the "None of the above" total, the candidate will not be elected. It is our intention to pressure candidates to offer policies which appeal to the public and to be held accountable to the electorate

 The system of Voting through the Ballot Box, or Electronic Voting, both currently carried out through Polling Stations, will be retained.


9) Postal Voting

The present experimentation with Postal Voting will be terminated.

In future, Postal Votes will only be available for genuine cases, accompanied by a Doctor’s Certificate. Party Members or Officials will not be allowed to take authorised Postal Voting papers into Retirement or Nursing Homes, nor will they be allowed to collect them.

Postal Votes will be sent to the recipient by post and returned in the enclosed pre-paid envelope the same way.

With Nursing and Residential Homes, a Senior Member of Staff will be allowed to collect the sealed envelopes containing the votes and will be responsible for posting them safely.

The Private Vote MUST come back to the People. This way, it will!


10) Restructuring

This Economy of Scale, for all Government Departments, with a transfer of all resources to less expensive alternative venues out of Whitehall, follows our general plan for Government Departments to decentralise.

 Public Sector Government Departments occupy an incredible 36% of all West End Office space! (Recent Times Business Report). The rent is horrific, and an unnecessary burden on taxpayers.

 For National Economy purposes, a full assessment will be made of all Government Office space in London, with a view to decentralisation of most Government Departments. This will be executed as soon as practical, but in both human and physical terms it may take several years. However, it must be started.

Customs & Excise assets will be gradually merged or closed, and the money saved will assist the Treasury to provide a reduction in the general Tax Burden.

11) More Planned Reforms

      A thorough Review of the Security Laws will be undertaken.

A Freedom of Information Act will be introduced.

Politically Correct doctrine, in any Public Service, will be abolished.

      Positive Discrimination, in any form will not be tolerated.

The Race Relations Board and associated organisations will be abolished, on the basis that all English Citizens are equal.
